The Honorable Rebecca J. Viagran serves as President and CEO of the South Texas Business Partnership, where she leads efforts to unite business, civic, and community leaders across the 27-county South Texas region to advance economic growth and regional competitiveness. Under her leadership, the organization has achieved more than 30 percent revenue growth and double-digit membership expansion, strengthening its role as a leading voice for South Texas.

Viagran is focused on building a stronger regional economy by connecting industry, education, and workforce systems to grow the South Texas talent pipeline and expand opportunities for businesses and communities across the region. In 2025, she was recognized as a “South Texas Power Player” by the San Antonio Business Journal for her leadership and regional impact.

A proud San Antonio native with more than eight generations of family roots in the region, Viagran previously served as the longest-serving Latina to represent San Antonio’s District 3 on the City Council from 2013 to 2021, where she championed education, economic development, and community revitalization. She holds a Master’s in Public Administration from St. Mary’s University and a Bachelor’s in Urban and Regional Planning from Texas State University.
