A forward-looking approach becomes the core of the initiative by emphasizing emerging technologies and innovative service processes rather than looking only to catch up.
Community Collaboration
Full community collaboration must be at the center of this initiative’s existence, with active support of all sectors from public to private to community residents.

All government levels , educational institutions, philanthropic entities and private sector should be collaborative partners providing supportive expertise and financial resources.
